Stronger Europe
Greater competition in public procurement can help governments achieve better value for public funds, while giving capable businesses more opportunities to participate.
Competitive Businesses
Businesses should have a fair chance at participation in the public procurement market and have the tools necessary to do so in an efficient and effective manner.
Technical Excellence
We believe in bringing innovative and performant yet easy-to-use software to a market currently underserved by modern technology.
Public spending grows, competition is falling
Competition in European public procurement has been declining. Between 2011 and 2021, the average number
of bidders per procedure fell from 5.7 to 3.2, while more than 40% of procedures attracted just a single
bid in 2021.
These trends raise concerns about market accessibility, competitive pressure, and the ability of public
institutions to achieve the best value for taxpayers. With public procurement accounting for
approximately 15% of EU GDP, even modest improvements in participation could have significant economic
implications.
Declining competition has many causes, from regulatory complexity and market concentration to
administrative burdens and fragmented access to information. No single solution can address them all,
but we believe making public procurement easier to navigate is an important step forward.
That's where Mauva comes in. By making opportunities easier to discover, understand, and evaluate, we're
working to reduce the time and expertise required to identify relevant public contracts. Our ambition is
to help more businesses participate, make better-informed bidding decisions, and contribute to a more
accessible and competitive European procurement market.
